The present study investigates the factors affecting the absorption of excess capital in the less developed regions of Iran during the years 1395-1400. In order to investigate the above issue, the effect of independent variables (economic, social, cultural, legal and political indicators) on the dependent variable (the amount of excess capital absorption) is investigated. The statistical population in this research is 31 provinces of the country, among which 4 provinces are less privileged (less developed), (Kurdistan, Hormozgan, West Azarbaijan, and Sistan and Baluchistan) according to the surveys conducted (based on three principles opportunities, capabilities and achievements) have been purposefully selected as a statistical sample. The research method of this research is mixed method (quantitative-qualitative) and fuzzy Delphi techniques, TOPSIS-factor analysis, structural-interpretive equations and structural equations are used in it. Quantitative and qualitative data have been collected by the mentioned methods and analyzed and explained using statistical tests. This research was carried out with the aim of "designing a model and mechanisms for increasing the ability to absorb excess capital in less developed (less privileged) areas and with the assumption that economic, socio-cultural, political and legal indicators have an effect on the absorption of excess capital and the results obtained indicate It is because the proposed hypotheses have been confirmed and the independent variable has an effect on the dependent variable. Quantitative and qualitative data were collected by the mentioned methods and analyzed and explained using statistical tests. This study was conducted with the aim of "designing a model and mechanisms to increase the ability to attract surplus capital in less developed (less privileged) areas and with the assumptions of economic, socio-cultural, political and legal indicators on the impact of surplus capital and the results show This is because the hypotheses are confirmed and the independent variable affects the dependent variable.
